You're probably going to see a lot of different answers to this question. The best way is to touch (with clean hands, of course) and see. You don't want to leave them in too long, so just as soon as you think they're cool enough to come out of the pan, take them out. Then wait until they've completely cooled to frost them. (Unless you're going to do a glaze, in which case you want them still a little bit warm.)

typically 8 - 10 minutes if in a cool temperatured controled setting ( 70 degrees ).

Not sure. I usually wait until they're cool enough to touch before I put the frosting on them.
