sometimes vinegar can kill the smell of urine, but sometimes you need a special enzyme eating type of cleaner sold at the store. Look for any pet accident cleaner.

Spray it with febreze to remove all the urine smell because that will be a prompt for them to come back. When it's try, put some aluminum foil down on the area- cats hate aluminun foil under their feet, and they will stay away from it. But make sure the litter box is really clean, and that the cat doesn't have a urinary tract or bladder infection- they may be peeing on the rug for a reason.

Steam cleaner with a mix of Resolve for pets and Febreeze. Steam clean the crap out of it and let it dry. Keep the cats out until you are done. After it dries, spray Febreeze on the area and all around to help kill the odor even more. You may have to do it a few times, but it works with my cats.

Clean the area well with vinegar. Let that dry and sprinkle with baking soda. Let it sit a while and vacuum. Spray citrus deodorizer in that area. Cats HATE the smell of it. Make sure the litter box is accesible and clean.

I've had good luck with two products. Urine Gone comes in a spray bottle and sometimes a kit includes a blacklight to detect stains that you can't see. I bought mine online, but I think you can buy it in stores. Another product is called Stink Free, available at Petco. They also sell the blacklights.

(we had litter box problems that were fixed and they've been fine since.) after trying just about everything i asked my vet and their recommendedation was this stuff - anti-icky poo. it is by far the best for removing urine smell completely. the cats didnt want try to urinate there again.
