They might be keratosis pilaris. I have the same thing. Here is a link:

I find that Eucerin Redness Relief Cleanser and Lotion works well on it.

I had the little bumps on the back of my arms and some on my bottom. I rubbed organic virgin coconut oil on them and they are 90% gone after 1 week!!

depending on your weight ,, it could be dermititis, or possible ingrown hairs,, if you gain weight your skin will sag and fill the pores, causing the hair to get trapped and cause your skin to become irritated, and small bumps will form,,, or it could be some form of exema .... if you are worried,, consult your doctor and request to see a dermatologist,, they will know best of what it is,,,

Sounds like something my niece has. Are they hard, like a sort of sandpaper effect?

I suggest you go to docs, they will prolly recommend a good dermatological cream.

My younger brother has that. His doctor told him to use Eucerin. He said it works.
