USE A FLAT EDGE TOOL TO PRY OUT ANCHOR THEN WITH PLIERS GRAB HOLD AND PULL. TO FILL THE HOLE USE SPACKLE THAT CAN BE FOUND AT YOUR HARDWARE STORE. TO REPAIR A LARGE HOLE (MORE THAN AN INCH) CUT SQUARE HOLE IN DRYWALL SLIGHTLY LARGER THAN EXISTING HOLE. EDGES SHOULD ANGLED IN AT ABOUT A 45 DEGREES. CUT A PIECE OF DRYWALL TO FIT LIKE A PLUG THEN USE SPACKLE TO HOLD IN PLACE

If it's a sheetrock wall, you usually can't remove the plastic anchor. Just push it through to the interior of the wall.
Then use an interior spackle to fill the hole so that it's even with the rest of the wall.

Either pull it out with needle-nose pliers or hammer it through the wall by placing a screw driver over the anchor and hitting it with a hammer. Use spackle to cover the hole. You may have to let the first application dry and then add another layer to get it to be smooth and flat with the wall.

kitty-i assume the anchor held the screw. just pull it out with a longnose pliers, push all the sheetrock back inward to the hold and fill.
get some caulk, or if its a white wall and a rental, you can fill it with toothpaste...it'll look good; or paint.

You can clip the top off with side cutters; tap it through with a flat punch and hammer; grab it with flat-nosed pliers and 'jerk' it out.

Fill the hole with pre-mixed filler - I like Borden's. The larger (diameter) the hole is, the more filler levels you'll need to apply: do a little, let it dry, add more - keep going until it needs to be sanded to be flat. Sand with 300 or better sandpaper.

Drill it out with a drill bit big enough to push it through. Buy a tube of hole filler (local hardware store) fill it with filler and scrape it smooth. Alow ample time to dry then re-aply. Repeat until it is smooth with the wall.

just push it on through. slip some masking tape into the hole and try to get it to stick, it may take a lot. then use sparkling compound, the kind that turns pink when dry. (so you will know when to paint)
