Because Cuba is an independent country, where as Puerto Rico was obtained by the U.S. during one of the wars.

location has nothing to do with it. If you go in that direction, why isn't cuba a US state? its closer to the USA than Hawaii is.

Puerto Rico has always voted for commonwealth status, which is what the USA wants. Cuba voted and stay independent of any other country.

Puerto Rico was made a US territory as a military strategy during WWII. Pay attention to the territories and non-continental states' placement.
Guam, the US Virgin Islands, Samoa, Puerto Rico, etc.

They also do alot of test bombing on Vieques( a little island part of Puerto Rico)

They purchased these territories to place troops when Hitler tried his sh** in this hemisphere.

You know, it's funny, but neither Canada or Mexico are US territories, either, and yet, both are even closer than Cuba or Puerto Rico.

If this US base was in China,you can be absolutely sure that notwithstanding any old agreement,China would boot the US out in a heart beat and the US would do nothing of significance . The point being of course is that MIGHT IS RIGHT period. If Cuba tried such an act,the US would simply carpet bomb the place just as they did in Vietnam and much of Iraq.

cause the us has an embargo on cuba! Also, peuerto rico is part of the us w/ is good cause they get the protection of the us w/o having to pay taxes for the protection!!!!!
