In the Old Testament, there was an actual Babylon. It was a nation in modern Iraq, which conquered Israel and took their people into captivity for 400 years.
In the book of Revelation, Babylon is used as a code word for the old Roman government. Reformers like Luther assumed that idea transferred to the Roman Catholic Church, and Luther had no problem illustrating his commentary on Revelation with pictures showing the (then) current Pope sitting on and riding the Great Dragon.
What Babylon is for today is a topic of debate among scholars.

An ancient city (Babylonian Bab-ilim or Babil, "gate of God"), capital of Babylonia in the 2nd and 1st millennia BC and one of the most important cities of the ancient world. Today its location is marked by a broad area of ruins just east of the Euphrates River, 90 km (56 miles) south of Baghdad, Iraq. In antiquity the city profited from its location extending across the main overland trade route connecting the Persian Gulf and the Mediterranean.

babylon s in today iraq...but iranians builrd it and tht time iraq was part of iran and persian empire..persians lived and build there and there were no arab there...
