Smaller dogs, like birds have much faster heartbeats, it requires more energy to be a small animal, being larger is better for efficiency of blood pumping and heat.

what do you mean? Do you mean does the heart work in the same way? If so yes. Blood goes into one chamber via a vein, then through the heart and out via an artery. If you mean the same heart rate, then no. it is faster. The smaller the animal, the faster the heart rate.

No, not the same speed if thats what you mean. The basic pumping motion of the heart is the same though and it does the same thing ie circulates blood throughout the body.
