If you can wait until spring, the cherry blossoms at the tidal basin would make an incredible backdrop for your portrait.
If you will be doing it sooner:
The Bishop's Garden at National Cathedral is fantastic. There is a great gazebo there. Pictures in or around the gazebo with the Cathedral behind would be special.
Option 3 take a shot from the VA side of the Potomac with the memorial bridge behind you. Much more symbolic of a marriage than the monuments.
Lastly, from "constitution island" under the willow with the Washington monument as a backdrop.

If you're willing to drive about 30 minutes outside of DC, consider having the engagement photos taken at Great Falls Park in McLean, VA. Folks come here often to get married/take photos on Overlook 3, which has a wonderful backdrop of the falls. Check out: www.nps.gov/grfa for more info.

You've got to try the Billy Goat Trail - which is off of the C&O Canal near the Old Anglers Inn. It is a hard scrabble trail, that goes by the Potomac River through the Mather Gorge - have fun.

I'd like a picture on the Conn Ave. bridge as it crosses Rock Creek park, the view is a nice mix of Urban city with beautiful landscape, reflecting your first kiss and first date.

at the base of the Washinton Monument at night with the Capitol in the background all lit up and/or the other direction, with the new WWII memorial, reflecting pools, and Lincoln Memorial behind. All lit up they are spectacular.
