Ctrl + w

or better known as stretch/skew in the image drop down.

Select the entire image (Ctrl-A)
Click Image > Stretch/Skew
Type a percentage in both Horizontal and Vertical
Click OK

Be aware that Paint isn't the best program to resize pictures in, but it'll work. Also, be aware that some filetypes resize better than others. Converting pictures to .BMP before resizing can help retain picture quality.

If you insist on using paint (and not a free and great image manip. tool like www.irfanview.com ) then

menu Image > Stretch will let you resize more or less. But you are better of with the irfanview program.

go to microsoft picture manager then open your program there by clicking open then click edit picture then resize...thats it
