my face is darker than my hands and neck, will bleaching reduce the tan and dark spots

Theoretically it should help reduce the problem. My advise to you is to read before u do anything. I am including a professional site with a lot of info

Don't bleach your freckles. They give you personality and bleaching your skin is really bad for it. Plus, you need to just accept yourself for who you are.
