I assume you're referring to an antenna. If the radio runs on 120 VAC power, AND develops an internal short that connects the antenna to the hot side of the line (very unlikely), AND your hands are wet and you're standing in a puddle of water, then yes. Otherwise, no... Except, if you're holding onto the wire when a storm is passing through, and it gets hit by lightning, you can get fried.
