To be out spoken means: Someone who talks and does not care who he/she interupts and speaks continually without caring about what they say. Swears and goes into full detail with a gross attitude. Does not care about what he/she says and to whom. Speaks rudely, very negative, or loud. Says things, that should not be said. Does not keep a secret and bellers it all out. A person who does not have enough brains to keep their mouth shut. In-appropriate, flapping of the mouth and tongue.

It means talking so much. You have to have an opinion about anything and everything and you just want to tell everyone. But no one really cares or wants to hear it. And if they could, they would pay you to shut up.
