Yes. Unfortunately, as people see it everyday they become used to seeing other people suffer, or worse yet, start believing it's deserved.

I live in Toronto Canada... Most of the time, I think they do it voluntarily. Our govermenet helps people out when they are in need, most dont take it.

Yes, but my knowledge is very limited. I know it exists in high levels in Mexico and Thailand.
