No you need to throw it out it is way expired if you eat it you are at risk for food poisoning DO NOT EAT IT! the meat has frost bite on it as well.
If you eat it you can get sick land up in the hospital and eventually die

It's probably safe to eat if you've had no significant power outages in the last 2 years. That is, it shouldn't kill you. Now, whether it is flavorful, juicy, adn tender, or has absorbed freezer odors and has freezer burn, I cannot tell you. But I would suspect the flavor is not up to par.

If it has been vacuumed sealed...and still has a vacuum - probably OK...thaw it out and see how it looks and smells....It is the fat that gets rancid so your nose will tell you...
If it has been wrapped in just regular foil, paper, bags or plastic - NO
But the #1 rule: When in doubt, throw it out. A trip to the hospital (or worse) is not worth the price of a roast.

There are account of mammoth corpses being found in glaciers in Siberia and eaten. Does that mean you can only eat long frozen meat if you leave the skin on?

that's a long time, I probably wouldn't take any chances ... does it look freezer burnt? If there is any holes at all in the plastic I would absolutely discard.

Please, it is NOT worth taking a chance. Best decision is to throw it out and play safe. It's your health and well-being that are far more important than a few dollars on the meat you spent nearly two years ago.
