Only is you would write it up if the situation were reversed. If it's racial one way, then it is racial the other way too.

A rule is a rule and if it's good for the goose, should be good for the gander.
You could pull the kid aside and give him a warning. I would suggest that if you feel that they would receive harsher punishment than a non-black kid. Otherwise, send him or her right to the principal and make sure they understand that you are trying to teach a higher standard than racial slurs. and you believe they are better than that. I remember when (1992) my high school was divided because of an incident and I felt caught in the middle. Hope that doesnt' happen there.

I think it is most definitely a racist comment. It's really time for people to realize that it's not only white people who can be racist. If you let this kid get away with this comment, you are sending a message that his kind of behavior will be tolerated while a white student calling a black student a racial slur will be punished. How is that fair? Equal rights means equality for everyone all the time, not just for some ethnic groups and only when they feel it's convenient.

It is absolutely a racial slur. If it were the way around, you would definately write up the white child correct?

Would you let a white kid get away with calling a black kid a niggger?
Just because the kid is white doesn't mean they can't be a victim of racial comments.

No one would beat a white person up for what you describe. That is your racist attitude showing through right there. It seems to me that many of you are arguing for your right to be as openly racist as you want to be and not have any repercussions. Go ahead! Show the hate and anger and fear all you want. But actions always have consequences, big or small, and you might find that others don't want to be around you anymore.

That's a tough call, but off the cuff I would say yes, it does sound like a racial slur.

It is a racist statement and you should take action as a teacher and let the child know thats not a nice thing and I would especially because he said to hurt the feelings of the other individual
that is a learned behavior and it could be stopped with the young ones

Any derogatory remark that includes a reference to skin color or race IS a NEGATIVE RACIAL COMMENT! SO YES! NOT reporting it would be a form of racial infraction as you are allowing one race to act in a way that you would NOT allow another!

Of course its a slur. Any time someones use color/race to demean a person it is a slur. It would be just as bad to let him get away with that as if it were the other one calling him n_gger.
