Your skin is get hot, red and overheating. This is why it is happening to you when you walk. Two things could be happening or more. The heat from walking is bringing out an already notable skin condition and making it worse. This could be an allergy or eczema. Or you could have a reduced ability to sweat from a medication you are taking or a medical condition. Or thirdly, it could be you overexposed your legs to heat at some point and damaged your skin. Either way, I would not put on any moisturizers on your legs or suntan lotion in the summer while you are walking. This will make your legs hotter and you will feel worse. You should moisture your legs though by taking a bath in lukewarm(not hot) water every so often. Your legs could be just be very dry. I have the following rare condition.

Probably most likely to be heat-rash or something from the walking or something to do with your clothing rubbing against your legs - perhaps the laundry detergent you use? However, when I also had this problem it turned out to be that I was allergic to the cold - I was walking the dog in the evenings when it was quite cool, and my clothing was just exacerbating the allergic reaction... so there can be other weird causes for this type of thing!

It may be your clothing rubbing against you leg and making you legs dry or causing an irritation. You should see a dermatologist who will be able to advise you in the best way but looking at the conditions of your legs.

With it getting colder out there, it might be because of that. Exfoliate daily and moisturize. Or it could be sweat that is making you itchy. I think Gold Bond makes something for that. You might also be allergic to the fabric of your pants or the laundry detergent you use. I find I get itchy from the generic laundry soap. It could be one of these reasons or more.
