"cholinergic urticaria." It's hive like reaction to heat and increased blood flow.

Not uncommon, some say benedryl helps (but if it makes you too tired to walk....well then what's the point?). Sometimes it goes away if you just push through it.

You may find that you itch when vibrating massage (as in a chiropractors office) is applied.

Try dusting with some hypo allergenic talcum powder (non scented). You may be having a rash reaction to the salt released by your body from perspiration. Do not scratch. If rash appears, use 10% hydrocortizone ointment. Get to a dermatologist and get some help.

if it is the inside of your legs it is because your trousers are rubbing against active muscles which are getting hot and expanding this rule applies for the outer leg aswell

tip take a seat every hour or so when walking for about 5 min to stop this problem

Just don't scratch if you can help it. The itching is probably due to dry skin and the difference in the blood circulation in your legs while you are walking. Maybe you can use a thick lotion on them before you start your walk.
