You'll never make the perfect paper aeroplane because you have no method of control. Basically most of them are failures because they have either been made roughly so that the flow becomes turbulent or the plane climbs to a point stalls and crashes. The best thing you can do is not to lauch it too hard. Launching it fast means you will induced stall earlier. If you give your paper plane a large wing area, that too will help. Other than that there is little else you can do.
