All my dark hair gets "lifted" awesome to blonde, but the colour doesn't "take" or adhere to the grey hair, especially along my forehead

Lightening hair takes out the melanin in the hair(pigment forming particles) Grey doesn't have melanin, that is why is is gray or white, you can't take out what doesn't exist, you can only deposit a darker shade to get rid of gray.

What you can try is a toner, which has pigment usually a lavendar or blue base, however if used improperly you get lavender or blue hair, hence old ladies with blue hair.

Another option is demi or semi- permenant color, has more deposit( more pigment vs. developer or peroxide) In my shop I use Redken ShadesEQ, it works really well. Most hair salons have deposit only color they could most likely use.

If you are using bleech than you won´t get the job done. Try using colour, some shade of blond that you like.
