i made a sucessful deposit play poker hands and still cant cash out the money

It depends on the sites policies but most require a 24-48 hour window to verify funds and process cash-outs. If you made a deposit by bank draft it may take longer because they often credit your poker account before they have received funds from your bank. In this case once they've received the funds they will process your withdrawal.

You may have to wait 24 hours after depositing to cash out, it is the way the poker sites keep people from using them to launder money.
If you mean a bonus, you may not have cleared the bonus money to withdraw it. http://www.ultimatepokerbankroll.com/article.php/pacific-poker-bonus says Pacific puts the bonus directly into your account so you can play with the bonus, but you can't cash it out until you clear it. (You can cash out the money you deposited though) so maybe you have your bonus and deposit confused?
