No, the outcome wouldn't be good, paint would ruin them.

Cast in place Terrazzo floors and Terrazzo Tile is formed of marble chips and concrete. The finish is a "honed" finish, i.e. smooth, but not polished. The marble chips are very low, or no, absorption. The concrete portion is of higher absorption.
This where you will have problem with painting the floor because concrete will be more saturated then chips and surface will not be uniformed.

They could but it would be a crime to do that. Paint would not wear very well and they would soon look shabby.

They can be cleaned and waxed. Have a professional look at them if you have a problem but don't wreck them with paint.
