Stay in the boat at all times. Keep the engine(s) running and the bow pointed against the direction of the current.

A flash flood can move a wall of water very fast, perhaps faster then a boats motor can outrun it. If the boat is under a tree or other structure, it will rise up with the water and collide. A flash flood also brings debris with it, so trying to drive the boat into the oncoming flood water is also dangerous. So always have a life preserver close by, best is to wear one while in the boat and on the water. Listen to weather reports and stay out and/or get out of the flash flood area before it happens. If you get caught in a flash flood, focus on getting to higher ground as safely as possible, stay low in the center of the boat to make it more stable and wear reflective bright flotation for rescue.
