There is and was nothing "wrong" with the Mosaic Covenant. However --
1) Gentiles were not a party to the Mosaic Covenant. It has always been God's plan that His light would be a beacon to the gentiles. The New Covenant is open to all: Jew or gentile.
2) The Mosaic Covenant didn't justify anyone; simplistically put, it only served to show the Jews God's impossibly high standard that no human could meet (any man who disagrees, read Leviticus 15; any woman who disagrees, read Lev. 21; these are common human events, yet God tells us they defile). Since God's standard is so high and the burdeon placed on the shoulders of Jews was so heavy, a savior from this burdeon was needed. Christians believe Jesus Christ was this savior and the "rest" he promises is relief from the Mosaic Covenant's requirements.

Nothing wrong with Old Covenant, but Jesus FULFILLED the Old Covenant and prophecies and make the new covenant until he returns in the end days. The Old Testament tells of the History of his chosen people and foretells from the begging the coming of Jesus.

God's people used to have to make massive animal sacrifices to atone for their sins. That was their only salvation, and it kinda sucked. It was impossible for them to live sinless lives. The laws were immense, way too many to count.
After Jesus made Himself the final perfect sacrifice, the new covenant is that we are now saved by grace, not sacrifices. We can let Jesus work in us and help us to not sin. We just simply have to love Him and listen to Him and do what He says. That's the law now.
The new covenant is way more pleasant. Now we stand a chance.

The old covenant was made with Israel.
They didn't keep their end of the bargain ....flagrant disobedience, and all that. Deutorononmy 29:9
So, God turned his attention to ALL nations, to take out of them a people for His name. Acts 15:14.
