yes it is better, ull become faster and have more endurance by running in place in a pool. if u dont have a pool get ankle waghts and run around the track

Running in water helps with sprinting because when you sprint, there is no resistance when you pull up your knees. Pretending to sprint in the water gives pulling up your knees a work-out, resulting in faster running.
Also, there is less shock, so many runners who have injuries do this to keep in shape.

what do you mean by better?
there is more resistance in water, so I say thats better, since you get a whole body workout, in a way.
.. not really better, just different.
Swimming and 'walking' in water, really works out your shoulders.

It depends on your goals. You reduce the shock to your feet. As you are fighting water resistance, not gravity, you do more relative work to to muscles which would normaly only move passively with gravity.

yes the water gives you resistance so it is physically harder to run in place in water therefore your body exerts more energy
