You need High Heat or Fire!

Sugar and Foil might help.

The point is to make them overly hot as fast as posible,.. then the outside hardens from being dry instead of melts.

You may want to pre-heat your oven if your useing that.

And I do not think Marshmellows work well in the Microwave,.. so don't try that.

maybe it the type of marshmellow you use.
or
maybe it the techinque u use.. like instead of setting the oven to bake. maybe u can use the broil options. broil give heat off from the top. but if that sound confusing. you can use a blow torch or a creme brulee torch and set the top

Heat needs to be higher. It will brown the tops before they melt. If it is too low, they will melt before they brown. (They will always melt a little.)

I assume you're putting them in the oven, and not the microwave. Turn your oven up to about 450 degrees. They will brown quickly, so keep an eye on them. Good Luck.
