I have a neighbor who loves to blast off the horn on his pickup truck, especially at me. I don't think he means anything by it, but the problem is, his horn is loud!! It's one of those air horns- much louder than the average automotive horn. It once scared me so bad, I almost lost control of my car while he and I were driving past each other on our street. How do I address the problem? He doesn't get it when I explain this to him, and other neighbors have complained about it as well.

Call the cops and let them explain to your neighbor that it is illegal to sound the horn for frivolous reasons

I disagree with the other answer that says this might be to do with the central locking or car alarm. I've never seen one that does that and from a purely technical point of view it would be a daft thing to do. Car horns are air horns, so there need a blast of air to work. That sort of thing takes (relatively speaking) a lot of power. Car batteries do not actually store that much power, so a locking system that beeps the horn when you lock and again when you unlock could easily drain the battery so that you can't start the car - especially if you have to lock and unlock a couple of times before you start the engine again. Do get back to your question, some people beep their horn that leaving and/or arriving at the end of a journey. I have no idea why and in my opinion it is an unsocialble thing to do at any time. If the horn is blown when the car is on the road it is an offence unless the horn is being used to warn another driver to your presence - eg because it appears they may not have seen you and are about to run into you. It is also an offence to sound a car horn during the night. I think the banned hours are 11pm to 7am but you can check this in the highway code. Regardless of the above, any noise coming from another property is potentially a nuisance if it interferes with your "enjoyment" of your property. The more unsocialable the hours and the more frequent it is the more likely it is to be considered a nuisance. You can take direct legal action yourself, but it would be easier to involve the noise abatement section of your local council environmental health department. However, before you do that I would follow the advice in a previous answer. Speak to the neighbour, explain that her habit is pretty annoying for you, and ask her to stop it.

rent yourself a bull-horn for about a week and everytime you go by his place or him, scream out a greeting
make sure to do it at three a.m. one morning
get your neighbours to do the same, he'll likely get the message
you could also copy this question and all the answers and leave it in his mailbox
maybe then he'll realise he's not in the country anymore and it's time to stop acting like a hillbilly

Hurl a brick at him. Or yell "Shut up, you lunatic!" Do it back to him. Park in his driveway and just lay on it until he comes out. Then say "How do you like it, you filthy animal?" Seriously though, you can probably file a report pursuant to local code and have him cited. Have someone from the city or township pay him a visit. It's probably a violation of a noise ordinance.

I would talk to hm and explain that it scares you and that just a friendly way would be more appropriate when driving . Tell him that it is okay for him to do when you are not behind the wheel of a moving vehicle you are afraid it will cause an accident.

Put a note on his truck..that if he blasts his horn in the neighborhood anymore that his truck will pay for it...

I reckon you hit him back with one of those soccer fan horns things. I got this chick down strairs who loves making noise, so i just blast it when she does. works well, but when she quits, ill quit. cant beat em, join em.
