Afraid so. You pay taxes on your total income. Lottery winnings are part of your income that year.
EDIT: Wait a minute, wait a minute. Is this based on one of those bogus e-mails? It's a scam, Sport! You can't win in a lottery you never entered. Delete, delete!

You better believe it. First, you'll have to pay taxes to the country it comes from, then US taxes, and the state, county, and city you live in will want a piece of that, too.

I would think so because once you're in that country, you "live by their rules". Check with the country that you're concerned about...I'd do it before I left. It decreases "the shock value" for you.
