I have the same problem, I live in the UK

I usually feel cold when I first wake up, and its a real problem right now in the winter.

That would be due to my metabolism being too high and not having any energy reserves. By the time I wake up, its usually been so long since I last ate that my body has nothing to extract energy from and my temperature starts to drop. I just eat some food and the cold goes away in no time...

O'course if you're cold ALL the time.... then something could well be wrong with you.

If you have less body fat than is good for you, then your body can't retain it's heat and you will be cold all the time. Anorexics have that problem as well as many of the elderly.

If you are hypothyroid you might find yourself being cold when no one else is so you might want to have your thyroid checked with a simple blood test.

You could also have some kind of low grade systemic infection.

You could have poor circulation, I am the same, wearing long sleeves all summer.People look at me and say, aren't you baking. Stupid question, if I was, would I wear long sleeves?
Go to a doctor and have your pulse taken on your feet. Ask for a doppler test on your heart and have your oxygen measured.
If that's not possible, try to do water treatments on your arm and legs. First submerge in cold water and then hot water, back and forth. Arms you can do in the double sink, legs in the shower with a flexible showerhead. Anyway that helped me a bit.
