Most of the major cruise lines have reserved a small and secluded area on the upper-most deck for topless sun bathing which is out of public view.

No cruise ship, unless it's a specialty cruise booked by a "topless" club or association and they charter the entire ship, will allow guests to be topless in any other part of the ship.
