I do not think a 15 year old should be going out with ANYONE.
15 is the age when you should be going with a group of people your own age and trying to learn how to get along with lots of different people and what to do in situations when you are alone. Dating should not start until you are more mature.

If you mean by 'going out' he is giving her one or touching her up, then yes its wrong and should be reported. If they are going out and not bonking etc & with her parents consent, then ok.
