The Canadian govt has does dozens of sites try searching for energy conservation with the name Canada or the name of a province. Must have to do with winter weather

hello I was looking for someone I met years ago that ran a co. called Canadian energy conservation that would insulate your house with the help of the Canadian gov. I was all excited in helping him out travling around Canada making sure everybody was ready for winter with a well insulated home. since then I have lived in Alaska and are aware of good insulating practices.
