I am having a similar issue at the moment. When I went to the pharmacist, he gave me Aveeno Intense Relief Medicated Therapy. I have been using this for the past 3 days due to a servere allergic reaction I had to avon lip balm. My whole top lip (when I first started using it) was swollen, and starting to scab. As I said before, today is day 3, and I am very pleased with the results this product has given me. Believe it or not, but it is almost entirely gone except for a place right underneath my nose. I would suggest you trying this product. You can find it at CVS, Walgreens or whatever drug store you have where you live. It cost $2.49. Also, if there is any swelling or itchiness, use benedryl. This is another thing the pharmacist gave me. Not only did it take away the itchiness, but it helped me to sleep at night as well.You should be able to get the generic kind for around $5 or so.
Another thing you could try is to take a cotton ball, put a dab of Tea Tree Oil on it and gently apply it to the dry areas. You can get a 2oz bottle for no more than $4 at any drug store. Just make sure you don't apply it on an open wound. =)
Tea tree oil is great for dry skin. My husband had an issue with his feet for 10 years...where his skin would fall off and it was just....yuck. Well, I introduced him to tea tree oil a few months back, and now, the skin on his foot has grown back and he isn't showing any signs or symptoms of the 'condition' returning!

This is a little different information, but I think it will help. The hydrocortizone cream is more or less supposed to help clear the already dead skin from your lips. Apply only a thin layer, you should use it sparingly. Once you have used that, you need to follow up with one of the moisturizers suggested. If you keep using JUST the cream, the medicine will just be making the problem worse.
Think of it like this. . . they always tell people (particularly girls) to make the skin on their faces the healthiest by exfoliating and moisturizing. Exfoliating clears away the dead skin cells so the new cells underneath are exposed and ready to absorb the moisturizer. It's the same with your lips except the hydrocortizone is acting as the exfoliant.

Avoid using soap around that area when you are in the shower. Dab and smoothen just a teeny bit of olive oil until the problem goes away. If you don't like the idea of oil, buy a pot of 'olay' moisturizer and smoothen it over the dry patch. The easiest is to buy a lip balm with Vitamin-E and Aloe. It will work great. You may just have severe chapped lips buy some medicated lip balm or a chapstick or try dabbing and rubbing with your finger some vitamin e lotion for extreme dry skin. You could also try some polysporin or neosporin. Hope this helps I get this once in awhile and this works for me. God Bless.

apply Vaseline or any moisturising lotion on your lip and around them before you go to sleep. dont be stingy in applying the Vaseline. apply a good portion of it on and around your lips. then after 6 to 8 hours wash it gently. your skin will be expectionally soft. trust me

I believe you should go back to that doctor or to some other doctor. It's risky to ask the advice of others just hopping to get the best advice. What's best for someone may not be suited for u, or worse: may harm u. So..... be careful.

sounds crazy but try crisco. not the oil but the solid, i swear it works great for dry skin plus don't worry it has no scent just use like a cream

vaseline. make sure ou're dirnking plety of water and getting lots of vitmen c, and some sunshine. all these things repair skin.
