If you or the father are US citizens your daughter doesnt need a passport. You just have to register her and they will give her her US citizenship. If neither you or your husband are citizens then yes she will have to get a passport. and to do that she only needs to go to the japanese consulate and then to the immigration and naturalization office to get a visa approved.
