PILATES includes specific work to correct normal postural habits that can produce an apparently incurable 'belly'.
Your 'ab exercises' are probably toning the RA (Rectus Abdominis) muscle more than your other abs, and may be targeting your 'upper ab' area only (situps and crunches usually do this).
You can target your lower abs (below the belly button) by doing the top third of a situp movement as a separate exercise. See how slowly you can do this, rather than how hard.
You can activate the lower margin of your Obliques with twisting movements while your body is upright. (The Obliques form a letter 'X' shape across your waist, so they 'pinch in' your abdomen in a way that the rest can't. Twist situps & twist crunches concentrate on the upper two-thirds of these layers, which can leave the lower margin weaker.)
Try a turntable; either the one in the gym with a handle in front, or the sort you can buy to use at home (a television turntable works just as well).
'Real' activities are always better than artificial movements (exercises); you use more varied combinations of muscles. SALSA DANCING & CAPOEIRA use a lot of multidirectional waist movements that will activate these muscles, and are a lot more fun than specific exercises.

You need to think of the tummy as you do other muscles. If you train your chest yoyu train your back. The same approach will work for your Abdominals: Ab Rectus, Obliques, upper and Lower Abs. You need to work your lower back too. As this will equal out your lower tummy.

lay down on your back and raise your feet in the air.(not to high) hold for a minute then repeat. this will work your abs and you lower back.

ive been doing sit ups since july, abotu 100 per night and STILL no difference! i think it just pushes your fat into a little ball onto your stomach and groups it together more. dont even waste your time with them :(
