As far as I understand there are several levels to a relationship that eventually end up at the marriage stage.
1. You date him (while keeping seeing others to determine if you have enough in common) otherwise known as a casual dating.
2. You decide to become excluse (seeing only each other).
3. You decide to date longer that a few months which defines whether you are in a short term or long term relationship.
4. One or both of you say I love you out loud to the other.(The Intimacy Stage),A commitment of love.
5. Then there is either the commitment to live together and or the Engagement Proposal
6. The Wedding and the beginning of married committed life.
It is just the next level of commitment (trust, love, caring, sharing and responsibility, for each other). More of a choosing of meshing and merging your lives together, spending much more time together, meeting eachothers families, vacation getaways, meeting each others friends- all are ways of next level. Look at it this way you could make tiny steps to taking it to another level or big huge steps. It depends on you and him and who is ready for what.
So say you are in the exclusive relationship, having dated for over a year. The next commitment level will either be saying I love you or choosing to live together)
I personally believe no boyfriend/girlfriend should live together without having said the I love you.

It means making more of a commitment to each other. For instance, if you've been dating others as well as each other, the next level would be to date each other exclusively. From dating exclusively, the next level might be to begin talking about marriage. From talking about marriage, the next level would be to become formally engaged. From being engaged, marriage would be the next level.
Of course, you're a girl and he's a guy, so he may very well be talking about sexual levels. Depending on your own values and desires, you may be being asked to proceed at a rate that is not comfortable for you. If so, say no. If yes, be sure that you are protected. Use condoms every time until you are ready to become a parent, regardless of any fuss he may put up.
You probably need to ask him what, exactly, that he means by "another level". Then you will be able to decide how you want to respond. At this point he's been vague and indirect which is causing confusion in you. He needs to say what he means.

Most of the time it means to start having sex if you aren't already. It can mean many milestones though that are unique to every relationship. Let's say meeting the parents could be taking the relationship to the next level or going away on vacation together can take the relationship to the next level. For some people, taking the relationship to the next level is as simple as a first kiss or holding hands in public...ah, the first proclamations of love.

It could mean a lots of things, one being married or quitting and whatever is going on in the relationship would or could tell you what to expect at the next level.

If it's the guy saying it well it usually means he wants you to kick down with some punani if you haven't already. In which case if you are not ready for that then stand your ground because it all changes after that bridge is crossed. Good luck

Become more dedicated & serious - so, if you were just dating, you move in together; if you already are in a serious relationship, then marriage.
