Very few have any language as a second language. French is the official language in many countries in the world. They belong to a group called la francophonie which is very much like the British Commonwealth. www.francophonie.org will gove you more information.
Most countries in Europe outside those speaking French anyway will teach French to some of their children as a second language, such as Italy, Germany, Ireland, Spain, UK, Sweden, Russia etc. For some it will be learned as a third language after English.

Just to clarify some of the answers already posted here: French is certainly not Canada's "second" language. (Read the question, people!) As the Wikipedia article points out (thank you, CubicMoo), French is one of Canada's two OFFICIAL languages.
And French most definitely is NOT Québec's second language! It is Québec's one and only OFFICIAL language.
Go to about.com for more "Facts and Figures About the French Language," including lists of countries where French is either a co-official language (nothing "second" about that!) or where it plays an important role as an administrative, commercial or international language.
