Can someone help me figure out a bug type and info, It is red and black,with wings but don't fly far????

depending on where you live this time of year in the Midwest the Japanese beetles (they bite & smell like rotten potatoes)are really bad they look like lady bugs red with black spots, and there are box elder bugs more black with red on or under their wings, they are harmless.
