My orthodontist just drilled some of the sides of my bottom, front teeth to make them skinnier, will the enamel reform around my teeth, or will they just decay a lot easier?

The enamel will not reform.
However, this will not be any problem at all. He will only have taken off a thin amount, so your tooth will still be completely covered by enamel.
It is very rare to get any decay here because these teeth are narrow and easy to clean. The only time I see decay in these areas are in people who simply NEVER brush. And, being a post-ortho patient, I'm sure you do a better than average cleaning job anyway! Fluoride is not necessary.

NO, ONCE IT'S GONE THAT'S IT. IF YOU FLOSS OFTEN AND HAVE FLUORIDE TREATMENT FOR THOSE TEETH, YOU CAN PROTECT THEY FROM DECAY.
