I have some popcorn that I know is at least one year old. Will it still pop? Should I do anything to it (like soak it) to help it pop better?

(This is not microwave popcorn, just regular kernels.)

You an pop it, it will not matter. It may be stale, though.

you can but depending upon how old it is it may make you sick-shelf life is not forever unless it is kept in the fridge sealed.

Quality of popped corn may not be desirable :-)
