People with certain skin pigmentation can tend to be darker in areas like the knees, elbows, etc. You can actually have spot areas bleached to correct it.

It is also possible to have staining on rough and dry skin (which kness can be) that appears to never go away. My husband is a mechanic, and his hands stay with black color in the creases no matter how he scrubs. We went on vacation for 2 weeks this summer, and it had worn off by the time we got back because his hands got a break from all the chemicals and oil. So depending on the environment and what that person does all day, say, a gardener that always wears shorts, it's possible that it could be something like that.

Ive noticed alot of people have black knees and elbows. When i see black elbows I always look at mine to make sure they are clean. I would get some kind of abraison pad and put some soap on it and scrub in the shower

Try cutting a lemon in half and rubbing it on your knee. Or get a body scrub with a washcloth and scrub those knees. It might work.
