Investigation refers to information gathering.

This is the initial information gathering stage.
The initial modeling, mapping, measurements, research, etc.

The project will build from this information into other project phases...

Soil Investiagation lead to land surveying as well. Every existing project, revamping, new project, you somehow need this soil investigation to understand the EARTH nature before you can start your designing job
