You apply via the Japanese consulate in Canada for a Visa, however they are normally not issued to anyone, you need to have a reason for wanting one and also often at least a good college degree.

you will also have to demonstrate fluency in the Japanese language before a visa is issued.

Permanently or temporarily? First only with great difficulty unless you marry a Japanese citizen , the second is easier if you have a specific occupation or are a teacher.

Contact the nearest Japanese Embassey and find out what they require regardiung Visa, work permit not the net

Jump on a plane, flush your passport and claim refugee status when you get there. If they try to send you back claim that your life is in danger by being taxed to death.
