the bird in question belongs to someone who lives in the same house i live in and is not fed or watered regularly. i want to know if this is a sick bird and if what this bird may have could be contagious to humans. some one told me it was

Black feces are a big indicator that the bird is bleeding internally and if there's no fluid around it, the bird is very likely dehydrated. If the feces is very small and black, the bird is very likely starving to death.

The heavy breathing is another bad sign. This bird needs help and help now. It's not likely that this bird is infectious to people, concidering the symptoms you've stated. Hopefully this little guy can find someone to take him to a decent avian vet asap.

Respiratory infection but I don't think it is contagious to humans. Respiratory infections are very hard to treat for a bird that has not been taken care of properly. That bird will most likely die a long and painful death. Antibiotics can be prescribed but hard to give to a bird. I had a cockatiel that died from respiratory infection and there was really nothing I could do for it except for medicine and minimal heat light and it didn't help. No matter what pet you have it is always hard to lose them when there isn't much you can do to help them and birds are very susceptible to many ailments if you don't take proper care of them. I do not think that birds should be kept in captivity.

As a bird owner I can only say. That the bird is very short for this world. Once one reaches this point there is not much you can do for it, A bird is a loving pet and deserves the best possible care

Makes me sad that people abuse birds like this...The bird sounds like its dying..most likely it is past the point of no return..panting, black stools, major signs of illness due to bad diet or whatever its doubtful this is the "avian flu" or anything like that! I would say take it to the vet, but if this poor bird isn't getting fresh food and water daily, its doubtful that the owner will want to cough up the several hundreds that it would take to possibly save this bird!

Rest in peace little guy you deserve it!

For something like this, there could properly be many reasons. too lots iron, intestinal bleeding, ingesting too many oreos...and so on. you ought to truly take him to the scientific professional to rule out something severe, particularly considering this has been happening for a while now. i'm hoping each and every thing seems ok.
