The threshold for nuclear winter is very low. Carl Sagan estimated that it would take only a 100 megaton detonation to intiate the fires that would result in a nuclear winter. The Mother of all nukes built by the Ruskies in the 60's, had the potential blast of 1,000 megatons, they only tested it at 500m. Depending on the target, that weapon could've taken out a whole country...at least the size of half of britain, or italy, or one of the middle east countries.. But when you start talking of strategic nukes, then the discussion will always lead to global suicide at that point.. .. A very MAD policy.

But your question is how... So what US does it, it doesn't have to, neither does Russia..

But other countries can't unless they were very sneaky, because the UN and the US will not let them have it... Look at North Korea, it tried, it got punished, they thought they could take it, and now they're calling for negociations..

However, you dont need to make a bomb that powerful because it would take years to make one, but it really depends on the size of the country... A nuke big enough to take Russia out could take the world out with it.. However we can just barrage the country with single nukes..

Nukes are never the option.. Maybe bullets.. But never civilians and the cost of the long term envirmental effects..

You've got enough nuclear capability to take out the whole world. You don't need one sinle bomb for one single country, you just need to target a few accuratley. But then, given your propensity for "friendly fire" mistakes, perhaps you shouldn't even be allowed bows and arrows.
