First of all, RELAX. You are not going to get anything with that attitude of yours. You smell desperate and girls sense it somehow...
What you need to do is the following:
NEVER NEVER NEVER play too serious, don't get into the BF mode, no as* kissing, compliments or girly behaviour. Make her want you instead by staying cool and indifferent.
If you have her phone number, just call her and deliver these lines:
"Hi Meghan,
I've heard a lot of amazing stuff about [any place, restaurant, sushi bar, movie] and I decided to go there on [PLACE A DAY] and check it myself.
I am sure you will have a great time. If you want, you can come with me. I'll pick you up at [TIME]"
This should easily work on her if you deliver ithese lines in a cool and calm manner.

Let her have her time at finding out what she wants; so in word: don't rush her. If she's not ready then there's no point in starting a relationship that's base on doubt. You should just ask her out again in a few more weeks. By then she should have solve all her issues and stuff.

I agree w/ bigbadwolf. Someone did the same thing to my bro not long ago. And do me a favor, b careful. If she starts flirting a lot and then ignores you and then starts flirting again, then she is most likely playing u. It's real common and I know it gets a lot of u guys hurt. the best thing to to if you think she's just playing u for her satisfaction, is to leave her alone. (I know that, me being a girl, we can be real cruel, even w/out meaning to...)

try an advert in the local paper telling everybody how ya feel or just keep being the sweetes thing to her shes ever met she might come round and agree to go out

if she told you she doesnt want a boyfriend. its really a code for saying : no i dont want to go out with you sorry.
i know from past experiance. like, guys would ask me out. guys i would never go out with. at times i really wanted a boyfriend real bad. but if somoene asked me out that i didnt like, id put it nicely and say i dont want a boyfriend right now. so there are no romantic thigns you can do to get her to like you or say yes. if she liked you that way she woulda said yes the first time. life isnt like the movies.

Relax .. let time takes its toll. When she's ready you will know. Only fools rush in, don't become that guy ... become friends with her, totally harmless, make her feel safe in your presence, use humor, but again play it off like your not interested. She will play write into your game, Woman need a challenge.

I have one strong suggestion regarding the dont's...its already been a month...you are askin her out a second time...If you buy her flowers and play the nice guy, you put her on the pedestal...so what ever you do dont buy flowers or play the nice guys
