Keep it clean and put antibiotic ointment on it. Take him to the vet asap to get him on some antibiotics, it sounds like an infection.

Take him to the vet, If you can get his temp I would suggest checking for a fever (dogs do not have 98.7 body temps). if he has one then he needs antibiotics. I wouldnt advise antibiotic creams if its too close the the opening of his eye or you could damage his eye.
