It sounds like an upper respiratory problem to me. If this has been going on for a while he could have allegries. If this is more recent...like in the past few days...he could have an upper respiratory infection.
If its the allegries you need to find out what he's allegric to...it could be dust, mold, pollen, dander, fleas...then try to get rid of it. There are pet allegry washes and medicines that you can buy over the counter at pet supply stores and walmart that you can use on him. If these things don't help he may need allegries shots or prescription pet meds.
If its the infection he will need antiboitics...which means a trip to the vet. This is very important because he can pass it on to you, other people, and other animals.
Either way if it hasn't cleared up in about a week I'd say take him in to see the vet. Its better to get it cleared up before it spreads.

It sounds like your kitty may have a cold or allergies. If you have a flea coller on her take it off and see if that doesn't clear it up. Also try wiping her eyes with warm water wipe from the inside corner out. If it persists take her to the vet.

Take it to the vet. He/she will probably give you some antibiotic drops to put in the eyes and/or an oral medication depending on if it's allergies or an infection.
