There are probably hundreds of free programs out there for manipulating images. One of the most capable is GIMP: http://www.gimp.org/

If all you'll ever want to do is resize images, something like PIXresizer may be more your speed: http://bluefive.pair.com/pixresizer.htm

Actually, if you're willing to explore the menus, buttons, & help in whatever program you use to view these images now, you *may* find that it can do the resizing.

You haven't specified the units of measurement. It might also be useful to know whether this is film or digital.

Photoshop allows you to make it any size you like.
