Most colleges look at unweighted grades, but if you take honors or AP classes, you might get weighted grades, in other words, if you get a B in an honors class, it is made equal to getting an A in a regular class. Colleges look at both grades and courseloads.

Schools with offer Advanced Placement (AP) courses use a 5.0 system for those classes. Thus, a person who has perfect (or near-perfect) grades, including some for AP classes, may have more than a 4.0. There is a lot of discussion about the fact that this is unfair to those who go to schools which don't offer many (or any) AP classes.

u take AP and honors classes. these classes are graded on a 5 point scale so if u get an A u can get ur grade pt average higher than a 4.0

You can't 4.0 is highest. You can go anywhere even with a 3.8 and good SAT. Why would you want to go higher than 4.0?

It has to do with the classes you take. The more advanced classes, like AP classes and dual enrollment classes are worth more than others, so you can end up with a higher GPA.
