If he didn't like you at all, he'd just blow you off.
Have the two of you hooked up yet? If so, then maybe he is regretting it and is reluctant to get closer at this point. Just being friends is nicer than blowing you off completely. He may change, but I wouldn't count on it. If you are truly interested in him, it might be worth pushing him on this point to see if it is internal regret over having gotten intimate too quickly and see if you can make him comfortable about what happened. And by all means slow things down.
If you haven't hooked up yet, then maybe he realizes that he's not interested in a serious relationship right now. Don't just assume it is something to do with you though. It may be something going on with him. Relationships take a lot of effort and attention. Just appreciate the fact that he is being honest with you and not trying to lead you on and hook up with you first.
If you are interested in him and are constantly playing the "what if" game in your mind, you might be better off taking a bit of a break just so you don't get too attached to the situation or drive yourself crazy. If you do still want to be friends, then by all means do so. But it is probably best that you take him at his word that he is not interested in a more serious relationship at this point. But don't get angry at him for not changing his mind. He told you up front.
